Project Background
The Global Programme “Partnerships for Development-oriented Vocational Training and Labour Migration (PAM)” develops fair, development-oriented migration and mobility models for vocational training and employment, including in India. The programme builds partnerships among government, private sector, and civil society, creating pathways for Indian skilled workers to work in Germany while strengthening local systems.
Responsibilities
- Lead implementation in India aligned with national policies and GIZ country portfolio.
- Technical and conceptual leadership for the programme’s design and delivery.
- Build transnational partnerships in vocational education and labour migration.
- Coordinate with government, private sector, and civil society stakeholders.
- Ensure financial accountability and documentation of programme outcomes.
Core Scope of Tasks
1. Coordination and Management
- Plan and implement programme activities and results frameworks.
- Monitor budgets, procurement, and reporting.
- Oversee risk management and compliance processes.
2. Communication, Networking, and Cooperation
- Build and manage partnerships between India and Germany.
- Ensure alignment with fair mobility and recruitment standards.
- Lead communication and representation in stakeholder meetings.
Required Qualifications, Experience & Competencies
- Master’s degree in vocational education, social sciences, migration studies, economics, or related fields.
- Minimum 10 years’ professional experience with strong project management skills.
- Expertise in labour migration, TVET, or recognition of professional qualifications.
- Excellent communication, networking, and diplomatic skills.
- Fluent in English and Hindi; knowledge of German is an advantage.
- Willingness to travel within India and to Germany.
